Who we are & what we do

Helmsley Town Council has 7 Councillors. They are usually elected for four years, 2022 was for a five-year term with the creation of the North Yorkshire Council - the unitary council.

Council Meetings are usually held on the third Monday of every month in the North York Moors National Park Committee Room at The Old Vicarage, Bondgate, Helmsley. Link to Meetings Calendar. For meeting documents please see the Council Meetings box on the home page.

For further information relating to the services offered by the Town Council please contact the Clerk to Helmsley Town Council Victoria Ellis.

The Clerk is part-time, 24 hours Monday to Thursday. She works some of the time in the North Yorks Moors National Park offices, The Old Vicarage, Bondgate, Helmsley YO62 5BP. She is available to meet by appointment.

  • Planning Leads – 3 councillors to brief council on each planning application on agenda. Councillors Swift, Duncombe and Johnson.
  • Planning Policy Leads. Councillors Swift, Johnson and Saggers.
  • Helmsley Highways, Transport & Streetscene Leads. To liaise with North Yorkshire Council & NYMNPA (officers/NYC Cllr Jabbour). Councillors Saggers and Johnson.
  • HTC Information Kiosk – Management- weekly checks and tidy up. Councillor Swift.
  • HTC Cemetery Bin Management – fortnightly. Councillor Johnson.
  • HTC Defibrillators – monthly inspections. Councillor Arnold.
  • HTC Benches (those owned by HTC only) Inspection & Report. Councillor S Arnold.
  • Ryedale Five Towns. Councillor V Arnold and the clerk.
  • Vehicle Activated Signs. Councillor Fairburn.
  • Christmas Lights. Councillors Swift and S Arnold.

Helmsley Town Council Minutes, Agendas, Policies and general information

The quickest and easiest way to find agendas and minutes for a particular meeting is to view our Council Meetings Calendar (the box on the left of the home page). You will find all the papers associated with each meeting linked to the calendar entry. Agendas are published 3 'clear' days before a meeting, usually on a Tuesday afternoon. Many of the meeting documents will be added before that, as they are completed.

All of our documents are stored in our document management system (DMS) where you can also view our agendas and minutes and other documents. You can set the filter to select documents of interest or choose by tag, date order etc.

Policies and procedures are in Documents, as are Standing Orders and Financial Regulations.
